This is a doubtful case; bub we should up-

hold the Governor if possible: the thin edge of the wedge

argument applies, as you pointed out on 24979.

The chances are bit once the Admiralty have

established themselves, it will be found that they must

continue indefinitely the "experimental arrangement".

Of course in such an event War Office would protically

lose the land, but our point is that the transfor would

have taken place without the consent of the Colonial

Government.

I think it is a pity that we did not combat at once the view expressed in W.0/32354/06 Ceylon and repeated here that permission granted by Ear Office to Admiralty to occupy premises temporarily is not in- compatible with Wer Office tenure of the land.
